Setting the strategic orientation, approving action plans and confirming priorities at the Observatory

The Observatory is composed of a Steering Committee (SC), a Core Management Team (CMT), and a Research Policy Group (RPG).

The Observatory was previously hosted at the at the Office of the Minister of State for Women Affairs (OMSWA), followed by the Office of Minister of State for Economic Empowerment of Women and Youth (EEWAY) both of which are no longer present due to governmental reform. Today, NCLW embraces and hosts the LNGO.

Main responsibilities include

  • Setting the strategic orientation, approving action plans and confirming priorities at the Observatory
  • Evaluating measures taken and identifying gaps in law and practice
  • Providing guidance by sharing recommendations with decision makers on alternatives in gender-sensitive policies on a national level
  • Advising on innovative activities and resources for maximum value
  • Overseeing the establishment of the Research Policy Group
  • Monitoring gender-based evidence and research action, developed and disseminated to improve the conditions of women and girls in displaced communities
  • Adopting codes of practice and encouraging inter-ministerial staff trainings on gender equality, to abide by the international women’s rights framework

Core Management

The Core Management Team manages the implementation of the Action plan of the Observatory in a timely and coordinated manner, ensures that monitoring and evaluation mechanisms are in place and that funding is ensured. It implements the mission of the Observatory under the strategic orientation and guidance of the Steering committee of the Observatory. The Core Management Team consists of representatives of the National Commission of Lebanese Women and Delegation of the European Union to Lebanon.

Research Policy Group

The Research Policy Group (RPG) consists of high-level researchers from various academic institutions, including the Issam Fares Institute for Public Policy and International Affairs (AUB) and Lebanese American University and Central Administration of Statistics (CAS).

The Research Policy Group provides guidance and advice to the research team at the Observatory, validating results to ensure high quality outputs are available to support decision makers, policy makers and legislators, who are encouraged to utilize gender-sensitive tools and gender transformative programming as standard procedure.

The Research Policy Group ensures the Observatory acts as a reference for gaining access to trusted gender-disaggregated data, gender-related study and research in Lebanon.

Main responsibilities include

  • Developing a methodology for data collection and overseeing its implementation
  • Evaluating gender tools to monitor policies, programs and services to ensure that gender is mainstreamed
  • Analyzing policy trends and reforms through a gendered lens, identifying gender gaps and proposing alternatives to engender policies and practice
  • Drafting guidelines for policy response, supporting the adoption and implementation of strategies
  • Participating in advocacy working groups of experts including lawyers and legal experts, academics, policy makers and practitioners
  • Partaking in debates on research conducted on the response to the Syrian crisis through a gendered lens
